Personal coaches support job search and advise on issues related to unemployment.
Employment services provide both personal and corporate customers with advice and guidance on job search, employee recruitment and competence development locally from Iis.
We cooperate with various municipal departments, Kela, the Northern Ostrobothnia Welfare Region, companies, associations, organizations and educational institutions.

If you become unemployed or are laid off, register as a job seeker as soon as possible in the Job Market Marketplace's Oma asiointi online service. Registration is a prerequisite for applying for unemployment benefits.
On the job market you will also find open jobs, tips for job searching and instructions for doing business. Logging in requires strong identification (e.g. online banking credentials).

Ii's employment services also support employers in employment and developing personnel skills. In order to provide the best service, we are happy to get to know your company and industry.
We also organize company visits for job seekers if you want to introduce your company to potential new employees.
Through us, employers can, for example:

Change security issue
Change protection applies to situations where a company has to reduce its personnel. The Cooperative Act requires that an employer with at least 20 employees notify the employment authority of the employer's domicile of the start of change negotiations. In this case, services related to change protection are handled through the Oulu region. Ii-plus support for hiring job seekers
The municipality of Ii will support companies operating in Ii and Ii residents in employing unemployed job seekers from Ii in 2026 with the Ii supplement. The purpose of the Ii supplement is to facilitate the employment of unemployed job seekers from Ii and to support companies in recruitment. The support is discretionary and is targeted particularly at situations where the municipality's support measures can promote more permanent employment.
The Ii supplement is a discretionary benefit for the applicant and is granted within the framework of the 2026 budget appropriations of the Employment Services. Applications will be processed in the order they are received. The Ii supplement is paid at a rate of 1,000 euros per month, but not more than 50% of the salary costs.
The municipal supplement is granted as de minimis aid, i.e. as de minimis aid. The municipal supplement is de minimis aid for an applicant engaged in economic activity, which is granted in accordance with the legislation in force. The beneficiary must monitor the total amount of de minimis aid received as public aid so that it does not exceed the established thresholds. More information about de minimis aid conditions.

The Association as an Employer guide is aimed at associations in Ii that are considering hiring an employee and that operate as employers. The guide provides an overview of employer legislation and subsidies granted for hiring unemployed job seekers.
The use of the youth employment voucher expanded from 1 July 2026. The unemployment requirement was removed and the duration of the employment contract was shortened to 3 months.
Youth employment support covers half of salary costs
The support was introduced in the Oulu region employment area on February 18, 2026. The aim is to facilitate young people's access to the labor market and temporarily reduce the employer's recruitment costs.
Companies, organizations, associations, the public sector and third sector actors can apply for support.
Support can also be granted to an employer who only employs young people who have completed the comprehensive school curriculum.
The condition for receiving support is that the young person's employment contract is concluded for at least three months, in which case the support is 50% of salary costs and a maximum of 1500 euros per month. The support does not include ancillary expenses, vacation pay, performance bonuses, employee benefits, and overtime compensation.
