Private roads

When the new Private Roads Act came into force, the municipality organized a training event, the material of which:

Grants

Private road grants can be applied for via the Tievahti online service

Private road maintenance grants are available for application from March 1 to April 30, 2026. Grant applications are submitted via the Tievahti online service, link; Road guard.

When logging into the Tievahti online service to apply for maintenance assistance, it is sufficient to enter at least the name of the road municipality and the contact person's information. The road municipality's finances/other information do not need to be entered into the system. The application information will only be used by the municipality for the purpose of making a decision on the assistance.

NOTE! Approval of a private road is done by the Road Guard service or the municipality, this may take a maximum of about 2 days.

GRANT CRITERIA FOR INDIVIDUAL MAINTENANCE:

1. In accordance with Section 84 of the Private Roads Act 560/2018, a municipality may assist a private road when it meets the following requirements:

- A functioning road authority has been established for the private road (Private Roads Act, Section 49) and it has been registered (Private Roads Act, Section 80).
- Information regarding private roads is up-to-date in the National Land Survey of Finland's register (Private Roads Act, Sections 50 and 89).
- Information regarding private roads is up-to-date in the Finnish Transport Infrastructure Agency's road and street network information system (Private Roads Act, Section 50).
- Subsidized roads must be freely available to everyone (Private Roads Act, Section 85).
- The road authority operates in accordance with the Private Roads Act (including meetings at least every 4 years).

When the above-mentioned matters are in order, the municipality grants an annual grant to private roads in the amount of the budget allocated by the municipal council. The maintenance grant is applied for according to the following principles:

- A private road serves at least one permanent residence and is therefore an access road to a permanent residence (not a holiday home).
- The private road must be at least 100 m long until the last permanent residence entrance.
- The grant is paid to the last occupied property.
- The application must be accompanied by the minutes of the last meeting of the road association.
 

2. Maintenance grant decisions are made by the land surveying engineer. Uncertain cases are handled by the community council. Grants are awarded until the funds for each year are sufficient. Applications are made according to the instructions on the municipality's website.

BASIC IMPROVEMENT AND CONSTRUCTION ASSISTANCE CRITERIA FOR INDIVIDUAL ROADS:

The grant for the construction and renovation of private roads is a discretionary grant. The grant amount can be 10% of the actual costs. The decisions are made by the community council based on the application and the attached information.

Applicants must meet the requirements of section 1 of the criteria for private road maintenance grants.

The grant awarded is paid according to the percentage decided by the board against receipts. Any percentage of government grant is first deducted. In addition, the number of road partners or residents to whom the costs are distributed is examined. The grant received by one project can be a maximum of €10,000 per year. However, if there is a surplus, the board can award a larger grant.

The primary target of assistance is those projects that do not receive state aid. The secondary target is projects that receive state aid if the allocation remains unused for the primary targets. The final target is paving projects if the allocation remains unused for the two targets mentioned above.

The application for basic improvement and construction grants is made with a free-form application. The applicant must present road improvement plans, the project schedule, the project financing plan, the project budget, and the applicant must meet the requirements of section 1 of the Ii Municipality's grant criteria for the maintenance of private roads.
There are no allocated funds for 2026.

The grants are granted conditionally. The grant will be granted if there are no changes to the allocations for private road grants.

The municipality has the option of including private roads, rights of way or parts thereof that are significant for community development in the scope of maintenance. The community committee decides on a case-by-case basis which private roads, rights of way or parts thereof are to be included in the scope of maintenance.
