Document publicity description

In accordance with Section 28 of the Information Management Act (906/2019), a municipality must maintain a description of the information resources and case registers it manages. Everyone has the right to receive information about an authority's document that is public and information about themselves contained in an authority's document, subject to certain restrictions. According to the Freedom of Information Act, requests for information about the content of an authority's document must be sufficiently specific so that the authority can determine which document the request concerns (Public Information Act 621/1999, Section 13).

The municipality has a duty to assist the person requesting information in identifying the document. A document disclosure description is one way to assist a citizen in making a request for information. A document disclosure description also explains the extent to which the authority processes information when providing services or processing information.
