To apply for private early childhood education, contact the private daycare center directly. The service provider decides both the selection of children and the client fees.

The service voucher is a way to support local residents in using the services of private daycare centers.

Early childhood education service voucher

The service voucher is a way to support local residents in using the services of private daycare centers.

If a family applies for a service voucher, they cannot simultaneously receive private care support from Kela. A recipient of a service voucher cannot simultaneously use open early childhood education services.

The value of the service voucher is income-related.
Income-relatedness is calculated according to the same income limits as in municipal early childhood education. In private daycare in a municipality, the value of a family-specific service voucher is determined based on the child's age, family size and gross income, as well as the monthly care time agreed in the service contract between the family and the provider. The sibling discount used in municipal daycare also applies to the service voucher.

The value of the income-related child-specific service voucher in early childhood education is determined by the maximum value determined by the Education and Early Childhood Education Board.

The value of the service voucher has been determined based on the costs of municipal daycare for children over three years of age and service product calculations. The highest value of the service voucher for a child aged 3-5 is 941 euros per month.

The maximum value of a service voucher for a child under 3 years of age is 1600 euros per month.

The value of the part-time early childhood education service voucher is based on the family's care time agreement and the service coefficient. The service coefficient of the service voucher is determined based on the value of the early childhood education service voucher for children aged 3-5, i.e. the value of coefficient one (1) is 941 euros.

Treatment time factor:

The service need for early childhood education is 0-80 hours/month, coefficient 0,6

The service need for early childhood education is 81-110 hours/month, coefficient 0,7

The service need for early childhood education is 111-150 hours/month, coefficient 0,85

The need for early childhood education services is over 150 hours/month, factor 1

Please note that the total price of the service consists of the value of the service voucher, the customer fee paid by the customer to the service provider, and the deductible paid by the customer to the service provider (not for all service providers).

A separate decision on the value of the service voucher is issued to the customer. The decision is valid until the end of July of the year in which the child enters compulsory basic education. The value of the service voucher is reviewed when the child enters pre-school education. The right of the authorities to obtain the information and explanations necessary for determining the value of an income-related service voucher is subject to the provisions of Section 14 a of the Act on Social and Health Care Customer Fees on the right of the authorities to obtain information when determining customer fees.

The municipality of Ii will make a decision on the income-related value of the service voucher per child, from which the customer will be provided an electronic decision that can be viewed in the Daisy online service https://ii.daisynet.fi/eDaisy

We check the income and benefit information of guardians (and children) from the Incomes Register. (unless you have accepted the highest early childhood education fee) for determining the service voucher.

The daycare provider will be notified of the value of the service voucher, which does not mention the family's income information.

However, the value of the service voucher will be reviewed if the service recipient's ability to pay has changed significantly or the payment proves to be incorrect. A significant change is considered to be a change of at least ten percent (10%) of the gross family income on which the payment is based. The family must voluntarily notify the authority that decided on the changes affecting the value of the service voucher if the family's income, family relationships (number changes due to the birth of siblings or marriage/cohabitation, custody of a child changes) or the agreed service need changes.
